Some cultures have hospitality commanded by their very religion (none of which dominate N. American culture). Others are simply hospitable from secular values, and manage to do so better than Westerners. Europe and Latin America are Western, but I think North America comes in dead last.
Edit: perhaps I should have explained that hospitality isn't the same as niceness, firendliness, courtesy, "good experiences" or how much capital an entire country donates to another
