What does it mean when a guy at work send a note to me with

"Dear lovely Michelle" at the beginning at the note when he asked my help to find some documents?

Is he like that with everyone? Some people are just naturally affectionate. It’s not necessarily over the top behavior yet, but if you’re the only one he addresses like that then I wouldn’t let it go much further without saying something
