Why isn't chocolate considered a vegetable, if chocolate comes from cocoa beans, and all beans are a vegetable?

Cause chocolate these days is not made of cocoa beans only, it contains a lot of sugar and unhealthy stuff instead of actual cocoa beans. It’s a fraud.
