Why isn't chocolate considered a vegetable, if chocolate comes from cocoa beans, and all beans are a vegetable?

Given that cocoa grows on trees, it would more likely be a fruit. Actual chocolate however is a mixture of sugar, milk, cocoa powder and butter.
