If even after the Cosby's scandal it didn't stop men like Weinstein I'm not sure what will change the mentality over there

Nothing will change it, alas. Some men in power, with women dependent upon them will choose to exploit the situation sexually. And Hollywood is notorious. Tales of the “casting couch” go back to the 1920s at least.
