First of all it isn't generally true even if it can be specifically noted in some areas. That's a poor choice of words for relocalized planning of semimobile US asset distributions.
If you aren't a geopolitical analyst and you aren't talking to the sec of state you probably shouldn't go by bill maher type puny minded evals.

Since my perception about what you deem [i]"seems to"[/i], differs from what is predictably and in fact, factually so..
In my experience and awareness of 20th century (albeit perhaps incorrectly taught) global allegiances as I've outlined in my reply, from yours.
Perhaps I'm misunderstanding what you are talking about.
Please list which diplomats or consulate locations our government is eliminating please.
I'm nothing short of startled that such a perception can be.
Exaggerations are just about a billion times worse than understatements. :)
