Does god enforce Karma or can a person have the authority to inflict it upon you?

But what gives them the right in the first place, what makes them better? For the good of all men I guess?

Karma is a word that means "action" or "doing". You create your own karma. As Jesus said, "As you sow, so shall you reap." it has nothing to do with "God" or anyone but yourself.
