Do you think traffic would move faster if the red/green light time intervals were longer or shorter?

Each light has a cycle it completes, depending on how many different directions need a turn to go... I would really like to see how traffic would be affected if each light doubled the amount of time between light changes... And whether it would be better or worse cutting the time in half...
