I've told this guy no multiple times, and i've told him I do not like him
To which he pretended he suddenly didn't even like me, and now he's back to trying again. What to do when "no" doesn't help? I'm so baffled.

Try ignoring him if you can. It will hurt his poor little feelings and make him not like you.if he is just doing the horny dance however you might not be able to get rid of him short of a restraining order
