Because the Bible, which is the source of the idea of Heaven, did not mention animal souls. Souls were bestowed to humans alone.

(In the book of Revelations, Christ is suppose to return on a white horse. How does this occur if there are no animals in Heaven?)

@IM5688 He may spontaneously create the horse in that event or perhaps it was already there, but what you asked was if they go to Heaven when they die.
