Probably in the Himalayas or the Andes. I'll go with Himalayas as I can't think of any super high-altitude capitals in the Andes there. So uh... Tibet?

Bolivia's capital is so high up that many travelers get altitude sickness when they arrive. They have to pump oxygen into the hotel rooms there.
