Sometimes "the quality of mercy" is strained. The hands of God, Allah, or the universe, etc., are often tied -- to an extent---by our basest motivations, and what we would inflict on our fellow man.
Consider Lord of The Flies author William Golding's premise, that:
"People of all groups have an innate capacity for evil, and that this natural capacity is never too far from a civilized society.
Man's hope to recognize and control the monster within himself are: the institutions of government, and religion."
History has demonstrated that neither reliably polarize citizens for good.
Rather, they are the battle cry on which wars and genocide are often wrought.
Our mistake, as Reagan reiterated, was in believing the nature of man was malleable.
And could be reshaped and retained by such institutions.
