join in something in the local community and take it from there ie sports sitting in the local bar for a drink you might make friends there. chatting to the neighbours.

you could try a site called "meetup" they have events you can join in or around your area perhaps and you can choose whichever group suits you.

I can't say because I haven't experienced it. But, knowing me, I'd feel scared, so I don't know what would I do.

I've done that twice now, where I truly knew no one. I found it fun. Slowly establishing myself, meeting friends through work, and then meeting their mutual friends... :)
