I do wonder about the history, the boy is wearing formal grey socks and shoes with a sweater with those possibly formal short shorts.
Has he been put back in those shorts by his parents or is he wearing them because he wants to?

If it's part of school uniform They must be too short , might be casual wear or parents punishment , I was at times made to wear a girls gym skirt by my mother after I had misbehaved
