How comes people can away with murder in third world countries so easily?

Is it because places like Africa, India, etc are so remote?
Or is it because the police forces have better things to do?

They have political connections. And sometimes the viewpoint of murderer is shared by that of the policeman, like if a rapist rapes then the policeman and the rapist, both of them would think that it was the woman's fault. Moreover, cops are paid less so they can be bribed easily as well. That being said, these things happen everywhere, just a lot more in some third world countries

And no, in modern world, nothing is remote. You find things eventually.
