In the U.S. you're not technically an adult until 18. Everyone matures at a different age though, so a 13 year old could act like more of an adult than a 30 year old.

It depends on where you live. In syria boys around that age fight with ISIS in the front lines, but in west obviously 13,14,15 are naive and vulnerable, but not in poor and developing nations.

They have to be.
You have to legislate for the weakest in a society.
And the safest way to do that is assume childhood until the age of 18.

well, unless you really screw up you can't be prosecuted as an adult till you are at least 18, so ya till then absolutely still a child.
