The religious power in SA actually is supportive of ISIS. Inviting refugees into SA would be poaching from ISIS's pool of hostages, which are taxed, enslaved, traded, sold, etc. This is different from the Saudi government's official stance of course, the King knows that he cannot support ISIS, because too many Saudi interests are opposed to that. But at the same time, he cannot isolate the religious wing of his kingdom's leadership, because of all threats to his power, they are the greatest. The result is that Saudi Arabia just takes very little action either way.
That said, they have taken about 500,000 refugees in, but only the ones they wanted. Basically, agreeable muslim refugees of means, or related to a Saudi. If you're in the 12% of Syria that's Christian, you definitely cannot go to Saudi Arabia, and if you don't have money, same thing.
