Should car racing be considered an athletic sport, if the car does most of the work?

Same question, but horse racing or horse dancing (which I believe is an Olympic sport), should these be considered an athletic sport (for human's) when the horse does most the work?

It takes training, which includes muscle memory. So it takes a physical element.
