Get the shop to unweld it and install a clamp. It’s probably brazed so not difficult to loosen it.

@Whiterosesociety Most bicycle frames are brazed, because welding is too hot and will weaken the metal. So all you need is a small blowtorch to loosen it.

I had a basic off-road bike whose saddle was still too high even when lowered enough for the saddle tube to foul the suspension-arm. I had to cut the tube!
