Should they change the rules in the knockout stages?

Three points for a win means there is incentive to attack in group games. The penalty shootout means a weaker team can just defend for a fifty /fifty shot.

Maybe they could change it so that the team which has the most shots on target in 90minutes gets a half goal advantage in extra time and goes through if the scores are tied?

I should explain more, your idea supports an attCking team, however what if a team makes 5 shots on goal and the gk and defenders made brilliant saves?

@InOtterWords An attacking team needs to be given a slight reward. You can still win a game by counterattacking but can't just defend for penalties, like Russia.
