How did Phil Mickelson skate through truly disgraceful behavior seemingly unscathed?

Up to now I’ve been neutral when it comes to him. Saturday’s stunt was bad enough but his subsequent lying sbout it has resulted in me losing all respect I may have had for him. His playing partner Andrew “Beef” Johnson clearly stated that Phil’s comments and behavior at the time of the minigolf like misbehavior directly xintractdict Mickelson’s claim that he knew the rules and did what he did as “strategy”. Shame on the USGS for not DQ’ing him. What he did clearly met the DQin several respects.
