@GodSpeed63 For thousands of years humans have gradually developed codes of morality and laws. This process is on-going. Systems of morality sometimes came from religion, sometimes from secular institutions. What constitutes right behavior has been a part of philosophy since ancient times.

Couldn’t have been god. Morality requires more than one person.
There can’t be any until you have someone else to do wrong to. You need some inequalities to decide if someone is being treated in an unfair manner. So it was no doubt humans who came up with the concept

Evolution.

Early humans were more successful at propagating the species if they worked in cooperating groups. Anthropologists say we evolved genetically and culturally to live in groups of 50 to 150 people.

It's not perfect though; protection of the in-group allows a certain amount of hatred of out-groups. It takes more maturity and understanding to see all of humanity as the in-group.

Probably from the people that use them chowder head. Off hand, you don’t find many people that go around random acts of morality without some personal reason. They obey the laws, and live peacefully, but doing good deeds depends on the circumstances of the moment.
It’s not like good and evil have personally, and can judge events.
