Does God give the most evil people the biggest brains so

If you inspire people you don't need them to be big brained.. If they end up being the automation that does what you guide them to do they in effect are like your right hand or your mouth.. Oh and the god of this world is satan.. He does not have total freedom to do what ever he likes because the actual God of all existence limits his freedom of action..
