what is the citadel? [Spirituality & Religion]

I didn't see any thing on Google about the Galaxy prison thing :?

I the U.S. It's a military college lol

All I know from TV and movies CallmeHopelessNotRomantic, is that the citadel is a prison for the lowest people in the galaxy. It descends from people on earth to the furthest reaches to the galaxy

Well the citadel in my state is the military academy. It only makes the news when women try to enter or bad things happen lol
