If evolution isn't true why do we see marine mammals moving their tails vertically and fish side to side? [Spirituality & Religion]

The side to side motion is much more efficient for swimming. Why do we see marine mammals moving their tails in the same way land mammals move their spine when running?

In Australia there is a lizard called the yellow bellied 3 toed skink. Apparently it is busy evolving from an egg lying species into a live young lying species. They still do both depending on whether they live near the coast or in the mountains. This seems to be an example of evolution in progress.
