A serial killer would wind up in hell if he hasn't repented of sins. If he has repented for he did and became saved, the he wouldn't be a serial killer anymore would he? A skeptic who doesn't believe in God or Jesus would go to hell by choice and not by force from God. It's not by works that we enter heaven but by grace when we receive Christ as our Lord and Savior.

@Emosaur
Uh yes, he would. You can't just make things that happened undone. I can't believe I have to explain this to an adult...
I can't believe that I'd have to explain this to an adult. By this world's standards, he'll always be a serial killer. By God's standards, when he receives Christ as Lord and Savior, he becomes a new creation and is no longer under the law of sin and death. It doesn't make him prefect but he'll no longer be a killer.
