Regardless of religion, is bringing up children into a religion without giving them a choice child abuse?

I'm thinking this is one of those scenarios where your own beliefs play a major influence upon what your answer is going to be. Atheists will tell you-- feeding your children a complete fiction to make them compliant from fear is absolutely child abuse. Imagine growing up, being reminded constantly/daily that the boogeyman that hides in the darkness is going to get you if you do something wrong.
