They are merely a construct. There is no 'universal' morality.

@SimplyTracie Even that's not Universal. There had been human sacrifices throughout history.

Humans make gods, therefore a particular society make their own rules and 'morality' which are encouraged/enforced by that mythical figure.

Gods are a way to control people.
