There really is no fundamental difference as both restrict people's liberty to wear what they want to. I'm a little biased though since the former places so much importance on religious nonsense that has no factual basis in reality and looks to restrict rights based on a warped world view. The latter restricts rights in their attempt at stymieing the progression of religious BS that really has no place in a 21st century society. People should be able to wear what they want to, however poor and weird their reasoning is for it, so long as they aren't pushing it on others.
