I think when a person reaches mature adulthood they become responsible for their own behavior, regardless of upbringing.

Oh! Well that would explain it then. Donald Trump still hasn't reached mature adulthood but he's slowly getting there, which would explain why he cannot be held responsible for his own behavior at this point in his personal evolution.
