Can someone tell me how algorithms work? Do they target my IP Address, or do they target me personally when I'm online. I understand the targeting by my IP Address, but how do they know it's me when I'm on my work computer?

A big part of that is opt-out laws. I think there's only four or five states that have it on the books. I'm in California and we have it. If you go to a website an 'opt out' page shows up. Sometimes it's automatic and I believe it's based on your IP. In essence it means you can't be targeted with ads and your info can't be sold.
