The Flash is supposed to be able to travel faster than the speed of light. So, he can go around the world in less than 130 ms.

Different Flashes in different universe at different points in time. Early career Flash isn't as fast as late career Flash. And there's also different speeds of different Flashes and different universes and timelines. Because comics.
