Logic Binary?

Does electricity choosing the right path in logic chips in AND , OR , xOR, ETC gates mean that electricity is a form of intelligence albeit very low intelligence ??

Or in other words, intelligence as we know it is built from not intelligent entities, emerges from them but (except when researching something knowledge related) so not need a previous existing intelligence to emerge.

@Atlotto exactly the point I would make; the path of least resistance shows a lack of intelligence as there is no choice to go the easiest way. A choice is proven when you have to take the alternative, this is equally true in human beings as it is in electricity.
