How did our house of reps introduce the bill that would make D.C. a state, obviously thoose haters, hate

I am all for allowing US citizens to have representation in Congress. I am always surprised that those who oppose statehood for DC offer no solution to this most fundamental issue.And really, it is just because 51 isn't a round number.
