Why do people ask "Can I ask you something?" in the middle of a convesration???

When they just asked me questions, I asked them questions and then they ask to ask a question..in the middle of a conversation of questions....hahah

Only time I've done that is when I'm going to ask something that truly needs permission before I ask. Like something deeply personal. It also could be that the question being asked is scary. I.e. Can ask you some thing? .... Sure..... do you like me? I've never done that one but I've heard others do it.
