What does it mean when you call a number that had been disconnected and it comes up with user busy and the call back green button?

This number hasn’t been disconnected by that person but when you call weather be blocked or not it’ll say user busy then come up with the bubble that says end call or call back on each sides of the screen,


Why does this happen? Is it turned back on kinda ?
