If California is so concerned about the plastic bags, and they've got so many homeless...

Why didn't the Governor offer money to the homeless to pick up all the plastic bags? Seems like a common sense win win to me.
The homeless know where it is and see it more often, let them pick it up for proper disposal and get a few bucks out of it in the process.
This way they can serve the communities in which they live, just like the people paying taxes.

We have a couple of homeless people who do that here. Plastic bags and cigarette butts to throw away along with cans & bottles for recycling. I know of a local resident who lives near the beach and will pay them for trash collection. He's a friend of one of my customers.
