If California is so concerned about the plastic bags, and they've got so many homeless...

Why didn't the Governor offer money to the homeless to pick up all the plastic bags? Seems like a common sense win win to me.
The homeless know where it is and see it more often, let them pick it up for proper disposal and get a few bucks out of it in the process.
This way they can serve the communities in which they live, just like the people paying taxes.

California could just look at Ft Worth's program. It seems to work fairly well.

@Scubaguy027 That would mean California would have to admit Texas had a good idea. Moonbeam would never stand for it.

@xixgun it actually works out fairly well. They are paid $10 an hour, given room and board, and offered help and some training to get back on their feet. It's by no means a perfect program but helps. There are a few other cities doing the same thing because of Ft Worth's program.

@Scubaguy027 I'm sure it does. Hell, they could promote it as a "job creation" program!
