What should I do

A lady with 3 teen girls moved across the street from me 2 weeks ago
Everyone including me began to watch them because the house they moved in had been repossessed by the county after the previous tenant had moved in November 2017.

Everyone noticed at night after the new family moved the house was pitched black inside and out like it had been after the county repossessed it.

We never saw furniture or appliances being moved in.
Last week I met the new tenant and she comes over for water because the water isn't on.
I asked her how she stays warm she says she boils water at night.

She says the stove is working yet when came over yesterday I had to warm a dish of food for her in my microwave oven.

She always says one of her relatives is about to deliver a refrigerator to her but if she did get one with no electricity how can it tun

I purchased some non perishable food for her and on occasion I give money to her so she can buy food for herself and her girls.

I gave her a portable radio
And some emergency portable lights
I look through her sheer curtains a few nights ago and saw the battery powered lights are the only light source she has at night.

Her next door neighbor went over and asked her about how she obtained the house and another lady knocked on her door and asked if she was a squatter.

She told me last week her husband purchased the house for her.
And that it was legal. Yesterday she came for water.
And she told me she appreciated all I was trying to do for her and she nicknamed me "Mama"

I didn't sleep well last night because I was at lost at what to do about the condition this woman is living in no utilities and running water no heat the nights here are cold now.

About 3 hours ago she knocked on our front door and introduced her husband to me I caught myself getting ready to ask about why was he letting his wife and family live in such poor conditions

This man is working for a towing company.
His truck mounted with a van and flashing yellow lights was parked in front of my home.

HE DOESN'T LIVE WITH HIS WIFE IN THE HOUSE ACROSS THE STREET.

I don't know what is going on and I have never seen anything like this.

She has lots of relatives around but they aren't helping they don't bring water or food to her

Should I call a local agency or just wait and see how this will play out?
