Would you pay 10 dollars for a chocolate bar, or a bag of chips, etc, if it meant that actual food was a fraction of the cost?

Yes! I would. Then those things would actually just be 'treats' rather than 'staples'.
Make all the crap foods unaffordable, and the real foods inexpensive.
That would be a start. :)
