Why do racists say there are black English people and no black Russians?

I've heard that most Black Russians -- the people, not the drink -- are descendants of slaves who served the Tzars, but they form a very small part of the Russian population. Lots of Asians of all kinds in Russia, but then most of Russia is in Asia.

I don’t know. Are there black Russians?
