Can anyone explain to me how a Black IVF surrogate mom can carry a white couples' baby & the baby comes out black? Who's the baby's biological mother?

A surrogate has no influence on the genetic makeup of the child. If both the parents are white then the baby will be white. If it isn't then either the sperm or egg was taken from a black parent.
