What signifys a joke?

How can you tell whena person is joking? I believe there a little identifiers that say "what is being said is a joke dont take it serious". Or am i to think every topic or statement is to be taken as a serious thought?

@ASLAN but what if it offends no one. cause its about having on a inappropriate dress with a hardhat being acceptable at a construction site
