Why do people say “I’m just going to say it.” before saying something?

Is it customary to declare one’s actions before doing them?
Such as “I’m just going to eat it.” before a meal or “I’m just going to drive it” before getting into a car.

Similar to someone saying “no offense” before saying something intended to offend the listener 😆
