Why do people say “I’m just going to say it.” before saying something?

Is it customary to declare one’s actions before doing them?
Such as “I’m just going to eat it.” before a meal or “I’m just going to drive it” before getting into a car.

If someone says to you, "To be honest with you", does that mean that this person struggles with honesty?

@DemureDeb @DemureDeb Excellent point. Someone said that today and I asked them if that meant they aren’t usually honest in their words if they have to clarify when they are being honest 😂
