Why do people say “I’m just going to say it.” before saying something?

Is it customary to declare one’s actions before doing them?
Such as “I’m just going to eat it.” before a meal or “I’m just going to drive it” before getting into a car.

It’s like when people say “literally”

Expressions are popularized in media and then are perpetuated by the masses until they become dated and then something new comes along
