Why do people say “I’m just going to say it.” before saying something?

Is it customary to declare one’s actions before doing them?
Such as “I’m just going to eat it.” before a meal or “I’m just going to drive it” before getting into a car.
You humans are a curious bunch 🤨👻

I think because experience has taught them others stop listening after "You're not going to like this."

At least as odd is, "There. I said it."

@Mamapolo2016 I would stop listening too, or just becomes too much noise. Some people just like the sound of their own voice too much
