Why do people say “I’m just going to say it.” before saying something?

Is it customary to declare one’s actions before doing them?
Such as “I’m just going to eat it.” before a meal or “I’m just going to drive it” before getting into a car.

It's more expressing a thought, usually hesitation before saying something. You thought of something to say, decided not to say it, but then something made you want to say it after all so you voice that change of heart. "Oh whatever, I'll just say it anyway", that kind of thing.
@SW-User so sort of like a disclaimer to soften the impact ?
