There are more incentives in place to keep people in jail than there are incentives to rehabilitate them or reform them.
(6) It's an undeniable fact that, unfortunately, the people who run and establish the criminal justice system in the US specifically are imperfect human beings who are attempting to bring a "balanced foundation of security and world peace" to which they have no control over whether they want to believe or not. (My opinion)
