Very well said! The block button should be used when someone is being offensive and or insulting. Otherwise, have a thicker skin. On rare occ (very rare) do I insult someone, but when I do they should block me. :)

I agree that it's sometimes used for the "wrong" purposes, but I just ignore "discussions" with a lot of deleted comments. There are plenty of threads where this doesn't happen and it can be very useful to get rid of offensive content quickly before the team gets around to review a report.

Absolutely, what's the point of asking a question when you delete everyone that disagrees with you, it's not really a question then is it ?

There are valid reasons this happens at times, though I'm sure some misuse it. I'd rather see those targeted by trolls and harassers with fake accounts be able to delete particularly offensive comments than see those aholes have free reign with no recourse.
